You should be able to add sig pics, and also avatars now. As far as the points, go to someone's profile and click on their vb experience tab... then you can expand all the stats and see how they are calculated. There is no easy answer, the points are calculated off a number of factors. But, the more you participate on the site the more points you get. You can view your "level" and how far you are from hitting the next level under this same tab as well.

You'll need to "upload" a sig pic to the site, and then use the {sigpic}{/sigpic} code... check out the signature upload area.
